The Global Liveability Index is conducted annually by the Economist’s Intelligence Unit (EIU). For the second year in a row, Vienna came out on top and was followed in 2023 by Copenhagen in second position.

The liveability index quantifies the challenges presented to an individual’s lifestyle and standard of living in 173 cities worldwide. This year’s average liveability score has risen to a 15-year high. Liveability ratings take into account potential lifestyle challenges per location and make a direct comparison across regions.

According to the report, a shift back towards normality after the covid-19 pandemic and incremental improvements in liveability made by many developing countries have been the biggest drivers of changes in EIU’s global liveability rankings.

Luxembourg one of Europe’s most liveable cities

Every city is assigned a rating of relative comfort for over 30 qualitative and quantitative factors across five broad categories: stability, healthcare, culture and environment, education and infrastructure. Luxembourg City ranks 19th globally and is in the top 10 among European cities listed.
